2025-2026 Legislative Session
The legislative session is two years long (a biennium), with the first year focusing on the State Budget.
Each year, 603 Forward reviews the 1,000+ bills introduced in the New Hampshire General Court to identify those bills relative to our priorities (housing, healthy democracy) to become the focus of our advocacy efforts, working towards building a New Hampshire where our generation can thrive.

Our Legislative Priorities
The first step in the bill filing process is a Legislative Service Request or LSR. Think of LSRs as a “baby bill” that’s given a title and sent off to be drafted by the Office of Legislative Services. Once drafted, the bill needs to be signed by the person who submitted it (primary sponsor) to make it official. We are currently tracking LSRs.
A Healthy Democracy Above All Else
It most important now than ever to fight back against attacks on voting rights nationally and in New Hampshire. In addition to fighting back against anti-voter legislation, this legislative session we will support proactive, pro-voter policies. Here are some LSRs we’re following:
2025-0052 - relative to the establishment of an election information portal.
2025-0143 - reestablishing voter identification exceptions.
More Affordable Housing
The housing crisis is one of the most pressing issues facing our generation + a top priority for NH to recruit + retain more young people. 603 Forward will continue to advocate for the following pro-housing policies. Here are some LSRs we’re following
2025-0119 - relative to modifying the definition of ADUs.
2025-0096 - establishing a low-interest loan and grant program under the housing champions fund to assist municipalities and developers in building workforce housing.
2025-0045 - directing landlords to offer tenants the option of reporting rental payments to consumer reporting agencies.
A budget that reflects our generation’s priorities
2025 is a budget year. It’s important that we have a state budget that reflects our generation’s values and priorities, and puts money where it needs to be.
We’ll work with lawmakers, advocates, and partner organizations to prioritize investments in affordable housing, child care, and more!
